govt are poor and socialistic cant do shi* in India .. no private body trust a weak state govt in case of failure .. just like japan dont do big project like bullet train or metro unless there is central govt backing & shared risk.. thats why West bengal couldn't build a single deep sea port in 30 yrs while bangladesh almost build 3 deep sea port in private help and already snatch landlock nepal & bhutan's preferred import route from Westbengal ..ultimately WBengal losing a billion & India too..
