Both your arguments are weak and don't add up. Pakistan have had to play/live in tight security in world events in India. The Women's team even had to be housed in the stadium when India last hosted the Women's ODI World Cup in 2013 due to security issues. And your second point doesn't marry up either given there was an opening ceremony before the Pakistan game in Ahmedabad last year and a real festival feel was created around that particular fixture.
