To be perfectly accurate. The BCCI a full member of the ICC would like to play Pakistan in ICC events and bilateral tours. The Indian government will not allow them to. As a concession the BCCI was able to get clearance for ICC events but that’s conditional. As the hosts said this comes as a surprise to no one. So in my view it’s the PCB indulging in theatrics.

politics aside, this comes down to power, money and influence. Any tournament without India in it will be a money loser. It would be shocking if the tournament even makes 30% of the projected revenues without India in it. Its unfair on other nations, but that's the market reality. Eventually PCB will have to give in to the market realities as a tournament without India will lead to significantly reduced economics for ICC and every other nation involved in the tournament. Whether it means only India matches are held in UAE/SL/Bangladesh or the whole tournament is moved, that's logistical details

As an indian audiance, i felt, blaming BCCI for not getting cleramce from indian government is not right thing. Its purely government decision based on risk assessment. Government gave clearance to play other sports men to travel Pakistan. There is difference between other sports men vs cricket sports men. Cricket sports men in india are not only sports persons, they are celebrities. If you are a celebrity, the risk assessment completely changes. So comparing with other sports men traveling is not the right thing. Lets not get into blame game, lets find the way to move forward. Due to very nature of cricket imbalance, it might play into india favour. But i feel very sorry for pakistan. Pakistan desreve to be playing infront of their home crowd.
