Ra-lug as u mentioned is also called, 'Nor'in some regions of Ladakh. Nor literally means 'wealth' in its very defination. 'Ra' in Ra-lug is short form of 'rama' meaning goat and 'lug' as u said is sheep.

At 8:46 in punjab we also make such floor by roasting wheat and black gram and then making atta on traditional Chakk even in old times water chakkis were also common but now almost extincting
