This Pakistani Comedian is Umer Shareef, he is a legend, no one can do what he did, his timing, intelligence and wit was unbelievable. There was a culture of comedy theatres in 80s and 90s in Pakistan, Kapil has used alot of jokes and situations from Punjabi theatre shows and bollywood has taken from Umer Shareef as he did in Urdu/Hindi. I'm a big Govinda fan too, by the way, most of the time it was writers/directors who copied stuff and actors most probably didn't know about the original.
