That's what happens when a publisher forces you to make something you don't want to make. Zenimax wanted their studios to make live service/multiplayer games at the time and Fallout 76, Youngblood, and Redfall are all a product of that time.

I know it's a hard ask for intelligent enemy AI but seriously nothing makes me laugh harder than imagining that these are people really have the confidence to go "he has a loaded gun pointed at my face...I can take him head on with a club." Or who just watched their comrade take a bullet to the face then they run in, then they take one and the next one runs in instead of going around an alternative route that doesn't have a gun pointed down it.
