I believe new road restrictions are in place for drivers attempting to get to Moor Street or shop in the immediate vicinity ? Nice one. I for one would not catch a bus when I've been told the risks of catching Covid. I feel sorry for the traders in Birmingham if losing trade, as I see fewer using the city.

He may have said ‘East Midlands Trains’ before at Bedford and when he was at Northern stations, the ‘Midlands’ could have been used from there

I’m guessing they didn’t have the vocal components (or didn’t think about it) for Phil to announce “West Midlands Railway”. I know they were able to create “South Western Railway”.
