In a democracy the communities agree when you can use public owned property which means you either have a vote on it or you buy a liscense after an agreement with the community.mostly graffitti used to mean nothing but secret communication. As for Mount Rushmore, they went thru Congress to get this done . You can't just ignore the gov. and the laws when you live in a democracy. to say We're Free...it DOESN'T mean to be free from our laws. That would be anarchy and punishable by law itself.
