What size head will these fit? Is a 25" head too big or can they flex a bit?

That would be pushing the boundaries of the fit. I am 23 inches and they fit me with room, but 25 would be really snug I imagine. Never had anyone that size give me feedback. What might work better for you is a helmet version - no neck.. no collar piece and with a lighter lace up, it might work for you. Bands always wear these.
