Not a bug I think its intended, food is not a value militia uses. 1. You only get rid of militia completely by lowering loyality (still there but won't fight) 2. Militia gets "retired (-x)" every day and gets added "from prosperity (+y)". Prossperity goes down if no food is available. 3. Militia will stabilize according to properity value changes So: low prosperity/no prosperity = +0 militia from prosperity Then the "retired militia -X" takes place and gets rid o militia up to a certain point, this point will likely never be 0 since the settlement has buildings providing a plus to militia (ej: +3 from train militia project), policies and of course perks of the governor NOTE: you can hover your mouse over the militia icon after besieging to see all the modifiers effect when you enter the town or in the encyclopedia
