Okay, we have the background of our scene and a foreground object. All we need to do is loop the movement of the background.
I’m going to drag and drop my background into a new composition. And then apply the motion tile effect to it. I’ll then keyframe the tile center to animate some movement. This will also repeat & loop the background.
And the important, Be sure to check mirror edges to create a seamless cut.
Now you can drag and drop this composition into your main project and now we have a loopable edit in After Effects.

All we had to do... easy... but you would have had to match the bike wheel cycles to match the loop (frame count)... as you have an irregular spoke design... I assume?
