Barnett R. Rubin is a Distinguished Fellow in the China Program of the Stimson Center in Washington, D.C. From 2000 to 2020 he was Director of Studies and Senior Fellow at the Center on International Cooperation of New York University, where he directed the Afghanistan Regional Program. From April 2009 to October 2013 he served in the U.S. Department of State as senior advisor to the U.S. Special Representative for Afghanistan and Pakistan. In November-December 2001 he served as special advisor to the UN Special Representative of the Secretary General for Afghanistan, Lakhdar Brahimi, during the negotiations that produced the Bonn Agreement. He subsequently advised the United Nations on the drafting of the constitution of Afghanistan, the Afghanistan Compact, and the Afghanistan National Development Strategy. During 1994-2000 Rubin was Director of the Center for Preventive Action at the Council on Foreign Relations in New York.
Rubin was Associate Professor of Political Science and Director of the Center for the Study of Central Asia at Columbia University from 1990 to 1996. Previously, he was a Jennings Randolph Peace Fellow at the United States Institute of Peace and Assistant Professor of Political Science at Yale University. From 2004 to 2010 Rubin was a Director of Gulestan Ariana Ltd., a company he co-founded to produce essential oils and related products in Afghanistan. The company’s successor, Orzala Naturals, operates a store in Kabul and exports essential oils.
