They have full right to keep the license if anyone disobeys and the license is sent to court. He has to later pay the challan and collect it as per judge orders or it may get suspended

In case of offense issue challan.... follow process..... sometimes people do not have money to pay.... it doesn't mean that the police say that we are keeping Licence. Do they give acknowledgement that they took Licence..... no...... so it is unauthorised confiscation.
