In contrast, seeing that video on inherent powers of the LGUs opens up my view regarding the reason for their powers and how the local government runs its operations. For keeping the peace and performing services to the public, taxation, eminent domain, and police power are among the three prime powers needed for these purposes. Consequently, after watching the film about the inherent powers of local government units, I was able to recognize that these capabilities would enable efficient governance on behalf of a particular local government unit and its concerns. It gives them the legal foundation for enforcing laws that serve the public interest, such as curfews or the requirement of proper cleanliness. An LGU could take over private lands by using the power of eminent domain and paying just compensation. By raising money through local taxes, LGUs will be able to pay for necessary services like trash management and healthcare. This lesson made me realize how much LGUs impact our daily lives and why they need these powers to function independently from the national government.

It is important to know the importance of the inherent powers of our Local Government Units. From this video presentation, I learned the importance and nature of each of the inherent powers of the Local Government Units and how they affect the lives of the citizens. These inherent powers are tools to give aid and provide equitable services to the people, and making sure that it promotes justly to the general welfare of the citizens. Each inherent power has its own distinct characteristics and is used to properly manage the limited resources of the LGUs and maintain peace and order within the public. The dynamics of local government is far different from the national, thus, the approach of these inherent powers also differ in the perspective of our local government officials. Through this lesson, I realized the difference between the implementation of the inherent powers of the state from the national and local arena. In the end, this presentation is beneficial to both the local public servants and the citizens because it tackles a deep understanding about the significant roles of these actors in nation-building. It is important to know that in order to achieve the dynamics and stability that we want in our local government, we as citizens also have the role to take in leveraging the situation in our respective communities. Lastly, this presentation clearly explains the limitations of the inherent powers of the LGUs and our role as citizens to safeguard our rights while maintaining our responsibility as a law-abiding citizen.

Upon watching our lesson, I've learned that every power has a significant role in promoting the general welfare of Local Government Units. I've also learned that with the help of police power, power of eminent domain, and taxation power, the Local Government Units were able to do their job, generate income for public services, and acquire private property for public use. The importance of Local Government Units shows their importance in fostering community involvement and giving the necessary services that the public needs. By having a positive impact on the community, the Local Government Unit can be more efficient and inspired in doing its job to provide the citizens with their need, and with the help of these powers, Local Government Units can govern their community following the national laws.

As old as it may sound, but fundamental political knowledge is tantamount to a powerful tool. Being in cognizance of the complexities, limitations, and application of these inherent powers imperatively reiterates the purpose of government - which is to protect its people while ensuring societal development - and through the aforementioned will it only manifest. Anent, it can be obviously discerned that these powers are made to support the government’s gen. mandate, hence the regular accentuation on the general welfare clause. More so, provided that we are constituents to where these powers are performed, it is urgent to become aware of this basic knowledge to protect ourselves from injustices, and eliminate possibilities of incurring one when we become agents of law. And in this political climate, Sir Krippe’s medium of teaching subsequently recalibrates the significance of spreading such an awareness to eliminate the probability of ignorance that amounts to abuse.

Reading the definitions of the inherent powers of the state online or in our law book is one thing, but explaining it to us in a deeper context and giving us examples of real scenarios is another. As a citizen of this country, it is of great importance to know how government powers are exercised, as these powers can directly affect our individual rights. A deeper understanding of how it is applied allows us to know if these powers are being appropriately used. For instance, in the exercise of eminent domain, the government can not acquire private property for public use without ensuring that the property owner is compensated enough by paying the fair market value of the property being taken. Though the exercise of eminent domain is broad and comes with its own limitations, having this knowledge helps us recognize when the government is acting within its legal bounds. We never know. We might encounter a situation wherein the State is exercising its inherent power, but we still have no idea if they are exercising it right or if it is being misused.

This lecture changed the way I view the local government units. I was enlightened with the basis, requisites, limitations, and most importantly the effect to the general public when they execute their powers. As I watched the video, I realized how beneficial and important it is that our local government units (LGU) have inherent powers. Through their powers, the LGUs have the capability to carry out their duties and responsibilities. Furthermore, it allows them to have the needed resources to sustain their function. Another takeaway is how impactful each of their powers can be, they can take the people’s money, property and even liberty. Thankfully, these powers are all limited and when exercised must be for the purpose of the welfare of the general public. I believe that the limitations are much needed and appropriate because this ensures that such powers won’t be exploited and used for the government officials’ own personal again. At the end of the day, these inherent powers are given and entrusted to them so that they could perform their functions, thus they must uphold their duties in being responsible with how they handle their powers and reliable in delivering service to the public.

First, police power that enables them to implement laws which cam guarantee the general welfare, morals, safety, and health of the people. Second, they can expropriate private land for public use through the power of eminent domain as long as the owners receive fair compensation. Lastly, we have the power of taxation that gives local governments the ability to collect taxes to raise money for infrastructure and other public services. It is important having an understanding of these inherent powers to understand how local governance functions within moral and legal bounds. With the topic sir Krippe discussed. I learned that the LGUs have three basic powers that empower them to govern more effectively: the police power, eminent domain, and taxation. With the police power it allows the LGUs to enact and enforce regulations for promoting public welfare such as health and safety ordinances. With also the power of eminent domain allows the LGUs to take private property for public use if given enough compensation in return. While taxation power gives the LGUs the power to collect taxes and fees to finance local projects and services, their powers make the LGUs independent to satisfy the needs of the community. These powers also give the LGUs an important role in governance and public service delivery. Through the exercise of the police power, the LGUs can enforce order and protect the welfare of its people in their jurisdiction. I learned also that this power of the LGU has limitations, it was stated in the discussion that it must not be against the Republic Acts.

What I learned from today's discussion is about the two branches of the General Welfare Clause. This topic helps us understand why such laws are essential and must be followed by our government. Additionally, I gained a deeper understanding of the function of police power within our municipality. In my view, this power enables the proper enactment of ordinances related to health, safety, and protection within a municipality. This discussion also highlights the limitations of Local Government Units (LGUs), which should be known by the people they govern. This ensures that citizens are aware of their rights and can determine whether the actions of their LGUs are right or wrong. It also prevents both the government and the people from abusing their respective roles and responsibilities. Regarding the question: Can the government take Person A's house and turn it into a museum? My answer would be yes as it can benefit the public by providing knowledge about the government. This is where Article III, Section 9 of the Constitution comes into play, which states: Private property shall not be taken for public use without just compensation." Thus, the purpose of expropriation should be clear, and there should be transparency in the process.

What impressed me the most in this video lecture was the very reason we have a government now: these two powers. These are the two (2) branches of the General Welfare Clause. The first one is General Legislative Power. This gives the government extensive power to pass legislation that promotes the general welfare. While the Police Power Proper is protecting the general welfare is the main goal of police power. It gives the government the authority to control private property and individual rights when needed to protect the community.

Actually, we studied this in SHS, Grade 11, in Philippine Politics and Governance. It refreshed my memory as I reviewed my notes while Sir Krippe was discussing the topic. What I learned is that Local Government Units (LGUs) have inherent powers like police power, general legislative power, and police power proper. Police power allows LGUs to regulate behavior for public welfare, while general legislative power lets them pass laws for the community’s benefit. Police power proper involves setting rules for public health and safety. However, these powers have limits, tthey must not violate constitutional rights. Regarding eminent domain, LGUs can seize private property for public use but must provide just compensation. They can take immediate possession of the property even before full compensation, as long as the rightful owner is compensated fairly. Through this discussion, I learned about the power of local government units. It consists of two branches of the general welfare clause. 1. General legislative power, which authorizes the municipal council to enact ordinances, is important for us to know, as these ordinances should not be repugnant to our laws. These ordinances or regulations create a community that knows how to follow rules in an orderly manner. It also shows how our law-making body in the LGU creates and enacts laws for safety and security. These ordinances also reflect the community. 2. Police power proper authorizes the municipality to enact ordinances that protect the community. It also discusses the limitations of this power, one of which is the due process clause. This means that everything must and should follow due process. It also discusses the legal basis of the LGUs' power of eminent domain. Here, they can only use this power for public use and shall pay just compensation to those who will be affected. It also explains expropriation, which is the LGU's power to take possession of property. It also explains the basis of just compensation, which has to be the fair market value determined in the proper court. It also discusses the taxing power of the LGUs, that they have the power to create their own revenue and resources. Even though they have this power, they shall abide by the Local Government Code of the Philippines for their taxation. Regarding the question, even though there is a separation of church and state, it still applies if the specific property will be beneficial for public use. Yes, it's valid. The best example here is the San Agustin Church in Intramuros, Manila. The San Agustin Church is considered the oldest church in the Philippines and is located in Intramuros, Manila. It is also protected by the National Heritage Law and the National Historical Commission of the Philippines Law. With this, as long as it will benefit the public, it can be a museum. And not only that, but it also raises the cultural history of the Philippines.

This lecture has instilled in me a better understanding of the General Welfare Clause as a constitutional provision which allows local government units to exercise powers which prioritizes the health, safety, prosperity, morals, and overall wellbeing of its constituents. Furthermore, it allowed me to understand where does the enforcement of such policies start and where exactly do they end, and what limits (such as being in contrast to higher laws) are foreseen in its implementation. Moreover, I was able to learn what other powers do local government units possess, such as the power of eminent domain, and how it may be utilized for the protection and development of public welfare, property, and existing local conditions.

Despite its different functions, it boils down to a one common ground-to ensure the government’s commitment in advancing and protecting the public welfare. What I like about this lesson is the integration of the specific provisions under the Local Government Code of 1991, which highlights how the local government units can properly execute police power, eminent domain, and the power of taxation that upholds the welfare and the benefit of the local people, disadvantaged or not. It underlines how police power is limited within the principle of territoriality, while LGU taxation is empowered by the local autonomy to generate its own funds. With regard to the eminent domain, the purpose and benefit are aligned to the enjoyment of the people. However, the question of the validity of expropriating a property related to a religious person would be subject to the separation of the state and the church, as expropriating such property could affirm the sectarian endeavor of person A.

Local government units have inherent power vested upon them by the Republic Act 7160 or the Local Government Code of 1991. These are the general welfare clause (police power) and power of eminent domain. The general welfare clause, or police power, is divided into two main branches, namely, the general legislative power and police power proper. General legislative power gives LGUs the authority to create ordinances and resolutions for the promotion of their citizen’s welfare. Meanwhile, the police power proper allows the enactment of ordinances about public safety, covering a wide range of aspects such as health, public order, and convenience. Another significant power of LGUs is the power of eminent domain. This gives the LGUs the right to expropriate or convert private properties for public use. In return, the LGUs must give just compensation for the owners in a form of cash or bonds. These three inherent powers of LGUs cannot be underestimated because they have profound impact to the daily lives of people. With that, it is crucial for public officials in the local and regional government to be educated and knowledgeable about these powers. General Legislative Power refers to the authority to enact, amend, and repeal laws within a specific area or community. Meanwhile, Police Power Proper is the government's authority to protect the health and safety of its citizens. I also learned about the power of eminent domain, which requires just compensation. According to Section 9, Article 3, private property shall not be taken for public use without just compensation. And, the other one is Police Power Proper, wherein they have the authority to make laws that are needed in their area and that would protect the citizens and their properties. Another power that has been tackled was the Power of Eminent Domain, wherein the LGU practice expropriation or they can take a private property from its owner for public use that will benefit most of the citizens. The owner must receive just compensation from the government. And property may be used or taken from its original owner once the LGU files the expropriation process and deposits the 15% of the fair market value, which was determined by the court that was based on the time that the property will be taken. The last power was the Taxation or taxing power, it is the way of the LGU to have a source of revenue. Every LGU can create or make their way to have their own revenue, but the Congress provided guidelines and limitations that must be followed. It is important to know about the LGU's powers because it helps us understand how they work or why they have to do this or that. It also allows us to criticize their actions to determine whether they are doing them correctly or abusing their power. If they do, we can hold them accountable for their unethical behavior.

Lastly, the Taxation refers to the local resources of the LGU to efficiently and effectively deliver public services, especially the basic needs of the community like education and healthcare. But all the powers has their own limitations to protect the people but despite of that, these powers still significantly contribute to the local to achieve more sustainable and develop communities. I remember, Mike Cloud said that the problem isn't the abuse of power; it's the power to abuse. What I learned is that Inherent power exists to have an organized government and community. Its main powers such as police power, eminent domain, and taxation are very helpful in the government. They are keeping things in line to make sure that government, people and the state are being well-maintained and protected. Also, the inherent power seems like a supreme being as when the public needs my property even if I do not want to give them as for general rule eminent domain will always be above. In this, it is evident that when the government needs it I shall let it off my hands. That is why all this must be executed with caution as too much isn't good and might end up in chaos. Fairness must be applied so that every future transaction will go under control. These inherent powers are important as they open me to the possibility and to the reality of its power and how they are happening.

It highlighted that while LGUs are granted local autonomy, their powers still have limitations to ensure they follow the law and do not abuse their authority. This balance is important because it allows LGUs to govern effectively while still being accountable to the national government and the people. Also, I think the government can take Person A's house and turn it into a museum, but with certain conditions. This is because of eminent domain, which allows the government to take private property as long as it's for public use, like preserving history or educating people. But they can't just take it for free-the owner must be given fair payment. This is actually stated in Article III, Section 9 of the 1987 Philippine Constitution, which says private property can't be taken without just compensation.

This video lesson has given me a deeper understanding of the Inherent Powers of the Local Government Units in our country. These inherent powers, not only uplifts but also keeps the government running to be able to provide services to the people. There are three of the said inherent powers: The Police Power, which is the most comprehensive among the three and is important for maintaining public order and safety; The Eminent Domain which gives the government the right to convert a private property for public use; and lastly, the Taxation Power which secures the lifeblood of the government (obtaining taxes) from the people. Each of this powers are essential for community development and is mainly for public welfare. Although I'm already familiar with these powers, I was able to re-realize the true effect of these powers to our community. Without these three, I imagined a society in chaos and in disorder. Through this video lesson, I get to appreciate how equally important it is to utilize the three Inherent powers for our LGUs to initiate their respective grassroot-level efforts.

It shows that LGUs have the power to ensure the safety and quality of livelihood around their jurisdiction. They have the power to remove the ownership of the land that might cause danger around the environment and to gain ownership of the lands that will help improve the service that the citizens will receive. The discussion shows that LGUs only have power in their jurisdiction and must follow the hierarchy of laws. And with that, it makes sure that the officials are not abusing their power and their ordinances and resolutions align with the constitution.

Through this video I have learned about the three inherent powers of the local goverment. First is the Police Power, it has two branches of the general welfare clause: (1) general legislative power, in which it refers to the authority of the municipal council to enact ordinances and make regulations that are essential to carry out their powers and duties. This provides enlightenment on how the local government units are allowed to create ordinances and regulations that caters their citizens within their vicinity, such as providing programs and projects. (2) police power proper, in relation to the first clause, this focuses more on health and safety, prosperity, morals, peace, good order, comfort, and convenience of its municipality and inhabitants, as well as the protection of their property. An example of which are the ordinances enacted by the LGUs regarding videokes, that the public can only use their videokes with full blown speakers until a certain time in the evening; 10:00 PM. This ensures peace, good order, and convenience of the inhabitants of a certain territory governed by an officials of an LGU. Moreover, it has its limitations regarding the exercise of police power. It must be expressed grant by law, it must not be contrary to the constitution or any statute, it must possess due process clause and equal protection clause, as well as territoriality. It implies that even though they enjoy the grant of exercising police power, they are still subject to limitations and restrictions, in accordance to recognition of the hierarchy of laws, to prevent any kind of abuse, and ensuring that the ordinances or regulations are within their jurisdiction. As individuals who aspire to serve the public in our full extent, it is important that we are aware on how we should exercise the roles and responsibilities bestowed to us as well as making it appoint that we are aware of its limitations to upheld the betterment of the citizens life without comprising their rights. The discussion have discussed the two branches of the General Welfare Clause which includes General Legislative Power and Police Power Proper. Along with this are the inherent powers exercised by LGUs including Police Power, Eminent Domain, and Taxation. We were able to identify the each separate powers including their functions where as police power instill regulations to ensure the welfare of the public and its people are protected, while under eminent domain, it allows the government to acquire property for public use upon a payment of just compensation. Following the discussion and drifting first from the very fact that the discussion focuses on the inherent powers of the LGUs, I have realized that the inherent powers of the local government units are all legislative in nature. Which means, they are all anchored or based on legislatures other than the 1987 Philippine Constitution. Proceeding with the inherent powers of the LGU, the reason for their exercise of the inherent powers of the state is delegated through the LGC of 1991 and subject to the Constitution and other existing laws. Additionally, I believe that regardless of how the LGUs inherent powers, citizen participation is also crucial-participation in ensuring that the LGUs are performing their duties and responsibilities in accordance with the law. From what I’ve learned, LGUs (Local Government Units) have the authority to make rules for the public's welfare, like ensuring safety and health, but they can’t make laws that go against the Constitution or national laws. They also have to make sure their actions are fair and not unfairly target certain groups. LGUs can take private property for public use under Eminent Domain. However, they need an official ordinance to be able to do it, and they have to offer fair payment to the owner. Once the legal steps are done, such as a deposit of part of the property's value, they can take the property immediately. Finally, LGUs can collect taxes and fees to raise money for their own use but have to follow national guidelines on how to do that. That shows that while LGUs have a lot of power, they still need to follow rules and act responsibly. I have a short example for that, imagine our barangay wants to build a new community center. The barangay council can enact ordinances that make the center safe and useful for everybody, but cannot enact rules contrary to national laws. If they have to take somebody's land for the center, they can do it using Eminent Domain, but first, they need to pass an ordinance and provide just compensation to the landowner. The barangay can also collect small fees from residents to help fund the center, but they must follow national rules on how to do it.

They should remember that they are serving for the needs and interest of the public and not for their personal gain. As stated in Article XI Section 1 of the 1987 Philippine Constitution, “Public Office is a Public Trust”, and public officials at all times should be accountable to the people. Therefore, exercising these inherent powers of the state must be for the reason of protecting the public and their rights, to be able to build a relationship and for the government to be trusted by its people.

I have learned that inherent powers such as police power, eminent domain, and taxation are crucial for a government to function effectively. They enable the state to maintain public order and acquire property for public use. These powers are essential for promoting public welfare and development, especially innovation is one of the priorities of the current administration. Aside from the fact that these powers are essential, it is also an instrument to observe the protection of individual rights. This ensures that the government's actions are balanced between public needs and individual freedoms more importantly in the part of eminent domain. However, it saddens me that if a private individual has sentimental value of that place or dwelling yet because of the power of eminent domain for public use, they are obliged to do so and let that place go even though there will be just compensation to be provided.

"Inherent Powers of Local Government Units", which is the title of the video lecture tackles the different types of inherent powers and how can these affect the local government units in the Philippines. The first part of the lecture briefly but thoroughly discussed the two branches of the General Welfare Clause which are: General Legislative Power and the Police Power Proper. Next topic that was explained is the Power of Eminent Domain. Also, the Taxing Power by LGUs which is also considered as inherent power along with the basis on exercising it was also mentioned and discussed. Furthermore, the acceptable requisites of police power and power of eminent domain was also tackled. Having said these, this lecture added more information on the basic knowledge that I have regarding the Inherent Powers of the State, but now it focused mainly on how Local Government Units may derive their ordinances or decisions which will affect their locality through the Inherent Powers. The entire lecture was in-depth and concised which allowed me to learn and understand more the significance of Inherent Powers and how this affect the Local Government Units in the Philippines.

The inherent powers of the state are crucial for local governments to practice. This lecture comprehensively discusses how our LGUs can use taxation, police power, and eminent domain to demonstrate their local autonomy in their areas. These powers are why the government can implement projects and programs and provide salaries to officials and employees through the taxes we pay, ensure public safety, or better our society. We can also realize here that LGUs must know they have this authority and must practice it. This is written and can be seen in our Local Government Code or RA 7160. The LGUs, while considering the principles of democracy and the people's sovereignty, must take advantage of these inherent powers to better their communities. At the same time, people must know their rights in order not to be taken advantage of by those who may abuse their powers. LGUs and the people must know the laws related to the inherent powers of the state in order to be aware of why these are done and what the limitations are.

After watching the lecture, I now understand that my rights are not absolute, especially when the inherent powers of the state are exercised. This realization led me to question whether a state can successfully govern its people without these inherent powers. However, after finishing the video, I realized that this is not entirely possible. Police power allows the government to regulate behavior and enforce law. Eminent domain enables the government to take private property for public use, ensuring infrastructure and development, but without it, essential public services might be hindered. Taxation serves as the lifeblood of the government, funding public services, social programs, and national security. Without it, the state would struggle to function effectively. Understanding these powers is essential, as they set limitations on individual liberty and property rights while ensuring that the government can fulfill its duty to serve and protect its citizens

The lesson in this lecture was indeed familiar to me. The inherent powers of the state are also exercised by Local Government Units (LGUs), meaning these powers are not exclusive to the state because of the LGC of 1991. Among the three, police power is the most comprehensive because it covers both rights and property, unlike taxation and expropriation, which are limited to property. Police power is divided into two types: general legislative and police power proper. Its implementation is subject to limitations, such as compliance with the Constitution which include the adherence to the Bill of Rights and alignment with other statutes. Eminent domain, on the other hand, requires "just compensation", as outlined in Section 19 of the Local Government Code (LGC). And to answer the question about the validity of exercising the power of eminent domain in a house to be converted as museum, my answer is YES. For instance, in Manosca v. Court of Appeals (1997), the Supreme Court upheld the expropriation of property to create a national shrine, highlighting that preserving historical sites serves the public interest. This supports the view that converting a house associated with a significant historical figure into a museum is a valid exercise of eminent domain. Finally, taxation, the "lifeblood of the government," enables the state to fulfill its mandate of providing basic services. Under Section 18 of the LGC, LGUs can also create additional revenue sources exclusively for their use. This ensures they have the financial means to address local needs effectively. From the video lecture, I have learned the inherent powers that local government units have over their jurisdiction. The three inherent powers are Police Power, Power of Eminent Domain, and Taxation Power. Inherent powers are crucial because this is how the Philippine government exercise its authority for the maintenance of public order, state development, and enforcing citizen responsibilities. For the purpose of promoting public welfare, health, safety, and morals, the state has the authority to enact laws that regulates the mentioned concerns. This is the Police Power of Local Government Units. This inherent power is the most encompassing one as it touches the everyday aspect of society. This exercise of power also has its limitations. It must be stated that the ordinance enacted is allowed and therefore following the higher hierarchies of law, application of Police Power must follow due process and must not be oppressive on individuals, it must also have no bias and must provide equal protection. Whatever ordinance or regulation enacted can only be followed within the jurisdiction of the Local Government Unit. For example, if the Local Government of Quezon City created an ordinance, then that law is only enacted within the city of Quezon. The Power of Eminent Domain is also known as power of expropriation, wherein the local government unit is allowed to acquire private property for the purpose of public use. But before the government can acquire the private property, they must give a just compensation to the individual who owns the private property. The amount of compensation is determined by court and must be in cash, or in exceptions bonds. Additionally, the property must be private beforehand. If the property is not private then the Power of Eminent Domain is not applicable. Finally, the purpose of taking the property must always be for public use and not for private. Finally, Local Government Units have the power to collect and levy taxes from the individuals and business within their jurisdiction. This is a very important power as it provides funds and revenues which is then used for government activities and services. Based on the Local Government Code of 1991 and Philippine Constitution, LGU’s have the power to create their own resources and revenues through taxation. And so, through the power of tax, the Local Government are able to become self-reliant and autonomous. As for the question, if creating a museum is considered to be for public use, it is correct to say so. Based on the Manosca Vs. Court of Appeals (G.R. No 106440), wherein the house of Felix Y. Manalo, is to be expropriated because it was called to be a historical landmark. Secretary of Justice affirmed the legality of the expropriation because it met the criteria as a national historical landmark. The case also stated that public use means a use concerning the whole community as distinguished from other particular individuals. Furthermore, each and every member need not be equally interested in such use, or directly affected. If the object satisfies a great public want, that is sufficient. The case deemed that the expropriation does not violate the constitution and that the use of public funds was to preserve a historical site. This historical site also means that the public learns and appreciate our history, therefore making it for public use.

From this lesson I leanred that the Local Government Code (LGC) of 1991 grants local government units (LGUs) in the Philippines three inherent powers: taxation, eminent domain, and police power. The most expansive of the three, police authority enables LGUs to enforce the law and control behavior in order to maintain public welfare and order. As long as the owner receives just compensation as required by Section 19 of the LGC, eminent domain gives LGUs the power to take private land for public purpose. Section 18's taxation provisions allow LGUs to collect money from their citizens through the imposition of taxes, fees, and charges. Knowing these authorities' extent, restrictions, and legal processes emphasizes how important they are to governance and service provision.
