#7 actually is Conan. His Flaming C skin mod for Superman in injustice 1 was highly requested from fans. Ed Boon may be hinting at the Flaming C being a playable character this time around. Although, it'd be strange if the Flaming C took up a main character slot. He's more of a DLC type of character.

5 kinda looks like Sinestro to me, 11 seems more Cyborg than Lex, one of the hat guys could be Vigilante or Jonah Hex maybe?

Something I would consider: Rebirth (a current DC comic story arc) has integrated the Watchmen into the regular DC universe cannon. This means that Rorschach, Ozymandias, etc, are actually quite viable options in this game. Especially given how much Injustice: Gods Among Us referenced New 52 with some storylines and costumes from the comics. Just food for thought :).

Imo, I think #3 looks more like Jonah Hex rather than Penguin or The Riddler because the hats that they wear are either a top hat for The Penguin and a bowler hat for The Riddler.

Is it just me, or does the last character very closely resemble Scorpion (Injustice: Gods Among Us style)? I don't think he's definitely gonna return, but there is always a chance (please include Sub-Zero too, Neatherrealm). To me, 11 looks a lot like Darkseid to me. And my last comment, I know she's already (kinda/sorta) confirmed, but we need Harley Quinn. She was my main in the first game, so we need her to be in this game.

Well there already have been quite a few batman characters in the first one, some of which will probably come back, I honestly think one of the hats will be Rorschach and the other be Jonah Hex

I think that Darkseid will be the playable final boss of Injustice 2. I believe its the most obvious pick for a character who wasn't playable despite his appearance as a stage transition in the first game.

The main Protagonist of the Shazam comics' "little Boy form" is named Billy Batson. Do a damn google search. Also there is no way Captain Marvel's Alter (or any hero's alter-ego for that matter) would be on a select screen

based on #14, that could be Tim Drake that looks sort of like him, there was also a hint a Nightwing (Dick Grayson), and Red Hood, I really hope i am right, seeing these three fight eachother would be interesting, but i am sure atleast 1 of my 3 i was eying is correct, if i am wrong its okay i dont want to get my hopes up too far. Only thing i hope we get is Batgirl, only because her and Supergirl would be a fun fight but i didnt see any hints at her in the silouettes wish i did though, but i am happy if Tim or Dick make it in the game, I like Jason but not as much as the other two. I know i have a lot of Batman characters that i am hoping for but honestly i woild be happy not to have Bat villians, Bat Family yes definately hoping for Bat villians no not hoping for, i love Joker and Harley but would rather have Nightwing, Tim, Jason, Damian and Batgirl thats all i want.
