MK9 had about half a dozen characters with something disgustingly OP, then about a dozen characters who had a solid overall array of tools. Everyone else was a shitter, and just varied in their degrees of shittiness. IGAU was a bit different in that its weird, quirky design meant that even some of the overall worst characters could gimmick out some of the top tier. Never more than one or two characters (I mean, if they could beat a handful of the top tier, they wouldn't be bottom), but it was enough to make it feel a little less binary than MK9, in terms of "you're either top tier or bottom, P.S. top beats bottom every time".
