Can this device only be used to keep a relatively constant temperature? I have another device in a greenhouse that powers on an electric heater when the temperature drops to 4°C & switches off at 18°C. I got an inkbird ITC-308 purely for its WiFi ability but now I'm thinking I can only use it to keep the greenhouse at a constant temperature

There's no reason at all other than the rate of cooling and heating in a very small aquarium is much higher so the controller will kick in and off multiple times - whereas in a larger tank the controller isn't having to work as hard to keep the temperature stable - it's still infinitely better than relying on the thermostat in a heater which are very unreliable especially for a reef tank where stability is the key to success
