Well they need to start taking fingerprints wherever the looting has taken place. Then start arresting the culprits. Trying to get food is one thing. Looting government office's another. They was let out by the officers so they can go and meet their families. All prisoners returned at their own will when asked to do so, some had to be located.

zgizelle Cozart we're not the same it's 2 different sets of islands. USVI is just that, a part of the US and BVI where I'm from is governed by Britian. We're BOTC (British Overseas Territory Citizens). Other countries that fall in that category would be for eg Anguilla or Turks & Caicos which if you didn't know the queen took full control of a few yrs ago due to corruption of the government
