It sounds like they might have meant the scrivener ability to be each time the opponent uses a ploy after the first time (hence subsequent) but they just worded it poorly.

**Looks at bits boxes** I've got enough Necromunda, HH, Ad Mech and AoS sprues to improvise some agents (already think Goliath Gangers will make a good base for a pair of Servitors) however I'm short on the time required to convert and paint a even just a team of ten from scratch... it's a tempting project. Scalpers. Luckily there is a great stl out there for the Inquisitorial kill team so rather than pay $100+ scalper prices I just 3D printed the kill team. I imagine if someone doesn't have a 3D printer they can probably just pay a print farm to print them for them.
