That's not what is meant. The problem was the Chiefs weren't called for the many times the LT jumped back before snap. The was the many times the Chiefs weren't called for the new procedure rule. It's not about making even amounts of calls. It's about calling the penalties evenly. The evenly in amounts. But evenly in being called for the offense committed. For example. If Ravens did 5 times and called for it 5 times. While Chiefs did it 10 time but called for it 5 times. That's not evenly.

11:48, _BOOM,_ Perna! Guess what I noticed last season that pertains to that? Todd Monken has OCD. He has the Same Pattern every game. 1) The first several drives start Exactly The Same Way (hand-off to Henry). 2) He *starts* varying up 2nd & 3rd downs after the 1st or 2nd drive. 3) After the 1st quarter he locks onto One Play that he didn't use in the first drive or 2 then stays with those plays over & over as if he's trying to balance out having not used them from the start. As a result, he abandons whatever plays he *did* use, like handing off the ball to Henry. Until at least the end of the 3rd quarter. Last season he'd abandon the run entirely all 2nd & 3rd quarters if he used them a lot in the 1st. Also, did you notice how they _kept_ going to short & intermediate-range passes? Last season those weren't even 5% of their plays. It's another thing he's locked into now. He can't mix. When he hands off to Henry he won't call designed QB rushes, long passes _OR_ short ones. He can't switch back & forth to keep defenses on their toes & instead raises the chances of TOs by calling the same plays all in a row.

Ravens were blaming everything but their own play for the AFC Championship loss, and already talking about how they will get better but this is the best the Chiefs have - it’s a culture issue on the team, until they take responsibility for their own errors and work of the small issues they will never make the big game. That’s the difference between top tier teams and teams that don’t make it. As much hate as I have for the Patriots, they were very well versed in the rules of the game and understood how to make them work for the Pats. You can only do that when you have a good team already, but you need to do it if you have a good team to push you to a better team.
