Unfortunately they aren't tournament legal moves, only allowed in casuals. I'll eventually make an update once I find enough swag with him.

let me clarify. Every character has two variations that can be used online in ranked mode. Shang Tsung's two variations don't include the ninja moves. They are only available un an unranked setting. This video shows off the ranked combos. I plan on making a follow up with the unranked/ tournament illegal moves. Sorry for any confusion
