If the dns resolves to a “random” ip address, the 32bit number may be an id that the outbound Chinese firewall understands and handles. So it just appears random outside of China as it is not passing through their firewall. (The id would allow the china firewall to identify who tries to connect to given types of content)

So the DNS domain was resolving to random IP addresses. How can this be exploited by using your IP address 9:49 ? I didn't understand the PoC.
