If the world stopped spinning (gradually) it would still remain an oblate spheroid, but the oceans would try to form a sphere. Water would leave the tropical regions and head towards the poles. Britain would be underwater, the tropics would be dry. The immense gravitational effects on the non-spherical mantel would rip it apart causing globally destructive earthquakes. This would last for millions of years. Even after the Earth has stabilised in a spherical form the more dense atmosphere on the cold side would produce freezing ground winds to the lower density hot side and reciprocal hot winds in the other direction at high altitudes. Assuming the Earth's core continues to rotate and produce the magnetosphere, life would probably survive and adapt. But I cannot see how Mankind could survive such an event.

Yes, I am halfway through the book and there is a lot of running around London. The science is a bit dodgy (to say the least). The only thing I would say about your scenario is that the mantle would slowly follow the oceans, ripping the crust apart and making things even worse than you describe. The surface of the Earth would become mostly molten magma. I see no reason why the atmosphere would not survive, so life would too. But in the hellish environment I cannot see how complex life would be capable of (re)evolving. Still, I will persevere, maybe it is all explained in the end.
