But at the heart of Iranian power, a powerful elite body is opposed to openness and dialogue. The Revolutionary Guards, placed under the authority of the Supreme Leader, are one of the pillars of the Islamic Republic. Over the past fifteen years, they have allowed Iran to expand its influence in the Middle East. In the eyes of the United States, and for Iran's neighbors, the Revolutionary Guards are one of the main threats to regional balance. This does not prevent Europe, France in the lead, from being a supporter of dialogue and believing that another type of relationship is possible with Iran.
