Sir, what if bus coupler is in off position, is there a need of both the PT in service with the PT bus divided in panels i.e. for Incomer 1 connected panels PT 1 and for Incomer 2 connected panels PT 2, if yes then is there a PT selection technique which does this job.

bus couper is not having any role in pt selection scheme, also when two transformers are in paralal then the tep position and HV voltages are same so, even bus coupler is off you can use any one PT for metering or protection purpose.
