One small correction. The outlet washer goes in the outlet recess then the outlet pipe and bracket. The washer does not go around the pipe.

I have been a service plumber for 28 years, and the reason I do it this way is because the flange on the tube can crack over time due to vibration and age. If you install the rubber seal into the disposal 1st, it will leak if the crack happens and if gone unnoticed can damage the base of the cabinet. That's my reasoning and I've seen it a number of times. I'm not being all knowing, just experience.
