@ 2:50 when i did the same cmd shows " C:\Users\Jay' is not recognized as an internal or external command, operable program or batch file." so i closed cmd and then i did same as what you did > same process of opening test jupyter folder > cmd > and then yes i was able to open jupyter notebook in browser

It is because of space between your first name, middle name and last name. I too got same error to resolve this error Keep " (quotation marks) to your name

jupyterlab is more likely to an IDE but jupyter notebook is more likely to standalone. You will see difference when using both of them
