No, you cannot be availed of both at the same time. You have to choose one of them only. Institute fellowship is always better in both aspects, like in amount (around 15000 Rs pm) and regularity. Many students leave their inspire scholarship after getting selected in I-PhD with institute fellowship.

Hello, I had been in the same situation, I think you should apply for IITs with the Gate score..There are probable chances of not selecting in Inspire if the institution lacks basic instruments. Use your Gate score and start giving interviews. You can continue in your state university in case you are not selected in IITs.
