If the mantra is to lead by example, then all these thieves should be held accountable and be discharged from duty. No business or corporation can survive corruption without changing heads and for house cleaning to take place. This is the very reason why Jamaica has the highest murder rate in the world. What jump's out at me just now, is that whilst the ic did not request information from the TAJ and DIA before the fact still remains about the nill bal on his IT forms and movement of funds from the foundation account to purchase bonds in name. That doesn't look good. Also the movement of cash from one account to others instead of using transfer documents also look shady. Not A Good Look at All.
