A big problem with the US tech industry is IRS section 174, which makes salaries paid for development to no longer be tax deductible. Imagine paying a worker a full time salary & having to pay corporate taxes for paying the work. The change was passed in 2018, & took effect in 2022. its will end in 2024 (sunset) unless its renewed again.

Lets admit it, alot of them jobs are probably adding no value. The new lunar lake has been great and I can actually use a laptop that can game on my lap as a thin and light. Intel has 131,000 employees in total so this only lowers it to 111,000.

Instead, they are helpful for top-level research that was impossible with a search engine and, with the ChatGPT Deep Research ($) model, mid- to deep-level research. Many tech companies, like others, have hired heavily during the past five years. The US economy is tightening across the board. The changes these ChatBots have are being seen in all industries for ANY research.

Tech companies benefit that planned for AI. AMD has released a laptop CPU that is ideal for running medium or even large AI at home and will benefit. Intel has not done similar. Look up AMD AI Max+ 395.

The upcoming need is for very hard to manufacture and expensive 4nm microprocessors. That takes a lot of investment in very specialized engineering talent and equipment. Apparently, Intel leadership did not keep up. Maybe TSMC will absorb some of those who were laid off.
