Puerto Rico is not a US state. It is a US overseas territory. None of the 50 US states (of which Puerto Rico is not one) allows alcohol sales and consumption under 21 (without parental supervision).

Is a state not (incorporated) which is a commonwealth under federal Law. All citizens born in Puerto Rico Are AMERiCANS Protected by USA CONSTITUTION. This is where People have understand States Right and not just assumed things.

@@Pjalphareacting Puerto Rico is not a state but a territory in US possession. There is a large Wikipedia article on that calles "Puerto Rican citizenship and nationality". People from Puerto Rico are US Citizens ... but only 2nd class since they do not have the right to vote in federal elections and because of not being a state, there is no representation in Congress for Puerto Rico. But hey, it could be worse: People born in other US territories like American Samoa have an explicit line in their passports that reads: "The bearer of this passport is a US national and not a US citizen". btw: She is right with the age of 21 in the US. Puerto Rico is not one of the states in the US. It is more like a US Colony (speaking in 19th century terms). All of the states of the US have the same drinking age, and they are not to change it. (this has to do with history, in short: The Court indicated that the states still had the right to set their own drinking ages; if this action is taken, the federal government can assess a 10% penalty on highway funds for states that choose to set their drinking age lower than 21. Less than a year after the Supreme Court ruling, all 50 states in the United States officially made 21 the minimum legal drinking age.[2] - from wiki)

I remember sitting on my dad's lap after bath time when I was 4 or 5 and he was watching football. he always had a can of beer. Every now and then I was allowed to take a sip from it.

in Germany we have a concept similar to that of the states in the USA. (Even directly imported after World War II). For us, the equivalent is "Bundesland" (Federal State). However, the powers of the federal states (fortunately!) do not always go as far as in the USA. The federal republic decides on: - Right of establishment of foreigners - public welfare - Laws of the economy (mining, industry, energy industry, crafts, trade, commerce, banking, private law insurance - the regulation of training grants and the promotion of scientific research; -Land - Economic security of the hospitals (not exclusively) -Food law -State liability The federal states decide on: - Police (not exclusive), - Education, - Parts of the health care system (unfortunately always few because a politically motivated wave of privatization has hit the health care system) - Culture - Streets (the responsibility is shared here, municipality, district, state, republic) And other internal federal tasks, whereby the federal government usually has a higher authority. In german , however, this brings many problems with the responsibilities. In some cases, decisions by different authorities then contradict each other, or one does not reach an agreement and the compromise took forever and/or is almost useless (traffic, science, protection of the constitution, construction, etc.)

In her video she forgot an very important fact: the prices! The cheapest beer in Germany, at the supermarket, costs only $0.35 for a half liter bottle. The most expensive beer you'll find a a sport event in a stadium. But compared to the US still very cheap: The price for half a liter cup of beer is max. $4 ...! :)

French rules : - 18 years old to have the right to BUY alcohol, at 18 years old a French person is of legal age, for everything. - no legal age for CONSUMING, it is the responsibility of parents and their common sense. - public drunkenness is punished

Importing beer that are not made under Germany purity laws makes sense. The answer is EU. When the EU makes rule for a certain food you can produce it in any country and sell it in any country in the EU under these rules. It is up to the EU countries to make stricter rules for their own pruducers but theay are not allowed to block other EU producers with that. And there are traditional beers in Germany that does not follow the purity law, which was a Bavarian law and was different from other purity laws. As long as you are not Brewing in Bavaria you can deviate from it. But most Breweries will follow the purity law and will advertise with it. You are not allowed to substitute malt or hops but you can putr things other stuff in the beer that is not mentioned in the purity law. Most famous Bavarian beer, wheat beer is now brewed after the purity law of 1516. It was not allowed to make beere from wheat because heat was for bread. But Bavarians ignore it for historical reasons.

In 1984, Congress passed the National Minimum Drinking Age Act, which required states to raise their ages for purchase and public possession to 21 by October 1986 or lose 10% of their federal highway funds. You can find a wide variety of places to go out in Puerto Rico, from beachside bars to fine dining. The United States requires you to be 21 to drink so they can get federal transportation funding. This is not an issue in Puerto Rico. Therefore, the legal drinking age is 18. The above two statements indicates that Puerto Rico is not a state of the union, but a territory loosely affiliated with the US but not beholden to it's laws.

Why do you insist so much that their statement is false when there are only few exception that affects less than 5% of the population. In the U.S., there are special cases in certain states in many areas. Should every single state be mentioned with every exact statistic? (especially since she even included the exceptions as text) Why be so small minded? She doesn't even criticize it specifically and you go into attack mode like a hit dog.

Thats more or less what i find everywhere and also have heared / seen all the times. Puerto Rico maybe different here because : "As a U.S. territory, Puerto Rico is neither a state nor an independent country-and politics over its status remain complicated." So it seems its not even a "state" and maybe thats why you have still some spanish rules ? 🤔

No, Puerto Rico is not different at all. Is base completely under the USA Constitution and cannot go above it. It just ruled "from what we call "state rights" . Think of it like this, we are americans but the territory do not share sovereignty with the United States meaning it cannot have representation in congress. All laws need to obey and follow United State Constitution like any state in the union. Since it's a State but not Part Of the UNITED STATES, does not enjoy ceretain privileges that Americans in the main land enjoy. It's like New York But without the right to vote or no representation in congress. Just to keep it short. Puerto Rico state systems is a republican style of governance with 3 branches of government like any other state, including a state constitution. The meaning of territory and non territory "of" is a more constitutional language more or so that I cannot get into details here. All this deduction can be made or change in any state since we have state rights like any of the 50 states. The last resemble of Spanish governmental structure was 1898 and it sucked bad. Hope that can answer some questions!

Yes, theoretically that is legal if it's only one beer. However, I would NOT advise to do that. And fun aside: Drivers normally don't drink in Germany (but all other passengers do, it's legal, too).

It's true about the illegal identity card. I have also never seen the bouncers call the police on a young person for having a fake ID card. But in a disco, younger people kept coming in anyway. Often the 16 and 17 year olds would stand outside the disco and ask other adults if they could take them in. (There was a special form for the disco that both the younger and the adult had to fill out and sign). The adult was then responsible for the younger one.

It's nonsense that you can't produce beer in Germany that doesn't comply with the law. It's all about the name "beer", this has to be creatively changed / supplemented. The breweries advertise with the Purity Law as if it were still something special not to use other ingredients. The only good thing about it is that you can't have partially problematic ingredients (dyes, etc.). You can tell that she comes from Bavaria. Beer in Germany usually has 4.8% alcohol. In Bavaria, the clocks tick differently than in the rest of the republic. One liter of Beer (a Maaß) is a Bavarian excess only. (And Americans often misunderstand that Bavaria is not = Germany. Bavaria is a quite selfish federal state in which, for alleged reasons of tradition, things are handled differently than in the rest of the country. (e.g. Bavaria was the only federal state against the introduction of the Basic Law..)
