What is the difference between IHL, human rights law and international criminal law?
International Humanitarian Law (IHL) and International human rights law (IHRL) are bodies of international law that share some of the same aims. Both protect the lives and dignity of individuals. IHL only applies to armed conflicts. IHRL always applies. Whether during peace or war.
International criminal law (ICL) regulates serious atrocities and specifies how States need to act to find and prosecute people who have committed such serious violations.

2:20 What does it mean "provided it has jurisdiction"? Don't breaches of IHL mean that States are obliged to seek and prosecute the people committing the war crimes? Or does the video mean that if the individual State is not willing/able to put someone on trial, that the ICC can do it instead?

Sadly the ICC can only prosecute persons from countries which are State party to the Rome Statute. Their jurisdiction relies on countries having ratified the Statute to be able to prosecute citizens. For example; the USA is not a state party to the Rome Statute, therefore, no US national can be prosecuted for any international crime they have committed.

IHL does not have any naturally established enforcement mechanisms. IHL violations are usually addressed by the creation of an International Criminal Tribunal (ICT) or by the ICC for serious violations of IHL only. The ICJ has also informally addressed issues of IHL violations, although they are not tasked with the same. The ICRC is the only official body promoting and monitoring IHL at the international level. If you're talking about this video, cmiiw, it's told in the beginning what the acronym stands. The acronym is used throughout the rest of the video for brevity. IHRL is International Human Rights Law.
