Why wasn’t “99” given a 3 digit number (loop or spur) rather than break the highways rules and list it out of sequence ?

Late response but it's because Pennsylvania Representitive Bud Shuster wanted the highway to have a number that sounded "catchy" which he didn't think that a three digit number would, and so he had it written into law as I-99.
