Special education kids are often watched by adult volunteers, and don’t have personal devices until later on in life. They also get monitored on the content they watch on devices given to them, for example some Special Education kids who show up at my class often use tablets to watch Sesame Street. This is middle school. So, they probably wouldn’t let sped kids watch KZbin until they hit a certain age or learning goal.
