This is my fan-character - Joseph The Cat. He's a highly trained swordmaster with fast reactions and movements. Speaking of his katana, it possesses an electric powers and abilities.
Described his abilities very shortly, cuz i don't want to place a walls of text here. No transformations, his magic powers depend only on the katana.

Yes. If fighting outside, Joseph is at his pure and could kill Burn. But, Burn has an Uprising form, which he could use to kill Joseph.
