There is a link in the pdf document included in the description. Try using that link except the file name in windows explorer and then get the data file.

Hello sir I have created tif file by exporting surface from Civil 3d to DEM but when I use that tif file to creat terrain in HEC HMS the terrain is not visible only numbers are showing but if I use the tif file downloaded from website the terrain is visible Please Help me in that if anyone can do it

maybe try using your dem in arcgis or some other program and then export to tiff file. try using this tiff file.
