The best answer is question B.I think you got a confusion with choice "A" since it says setting performance goals.But see the next phrase that says "evaluating results" it is purely reflecting the controlling function. Choice C & D are refer staffing and controlling respectively.

I agree with all choices as you explained it, however still i am not satisfied with choice 'B' because determining what to be done and how to be done is related to planning while organizing is all about integrating human and non-human resources to achieve the plan.

PLANNING is deciding in advance what to do, how to do it, when to do it, and who is to do it.
