In case someone comes here with XR Interaction Toolkit version 2.3 the "XR Origin (Action-based)" was renamed to "XR Origin (VR)"

Can you do this in 3D Projects or only render pipeline projects?

Sure, XRI should work using the built-in render pipeline. I use the Universal Render Pipeline in my Quest projects as it gives me better performance.
