Yeah, the government is kind of weird like that. They'll designate a plant that is native to an area as invasive because it's problematic for other activity under specific circumstances, but they'll also say that a plant is native just because it is native to somewhere in the US, because it can be naturalized, yet it's actual home region may be exclusively on the complete opposite side of the country from you. At the end of the day, just focus on plants you know shouldn't be there which are behaving problematically & add plants you don't see often.
