In terms of x and y you may use them interchangeably..but once you represent one variable with x and y you cannot interchange them anymore while solving..just like in example 1, you may use x for no of men and y for no of hours...since they are multiplied on our original equation in doesnt matter what you represent on let..

Why is it in question 1 the Y=Avg. Speed & X=Hours but on Question 4 the X= average speed & Y=Hours?

They're both different variables, they don't have to be the same each equation.
