Considering it was donated, and its condition, it appears that the organisation it was donated to is mismanaging it, or even stealing funds that should be going to maintenance. Sadly this is a pretty common scenario, probably more than half of developed world charities, are scams, where at best 3% of funding goes to the actual cause.

yeah, I know there are buildings in this organisation area that are still active, but it's kinda sad to see this interesting project abandoned and crumbling, along with so much stuff. Not to mention there was public money involved, even with a government car that stays there.
