Why? He's honestly not that bad. A little manipulative but overall he has helped the Grayson family alot.

@c.w.k.n.5117 yeah he's not that bad in comparison to actual villains like the Viltramites, Battle Beast, The Squid aliens , and DA Sinclair but even with the good he does including helping the Grayson family has a manipulative motive behind everything he does there's a reason Debbie doesn't trust him and If Mark is at the point of slamming Cecil against the wall almost borderline threatening him then Cecil must be that bad at least a little bit.

@roderick8167 He's a little manipulative sure, but his primary goal is always the protecting of Earth. Given how strong Mark and Oliver will grow to be and what their father did, he has good reason to keep a watchful eye... As for Mark slamming him, I've read the comics, so I know the reason he does. I won't spoil it but I was 50/50 on his side. Broadly speaking they get into an ethical debate about battle tactics and then they both take things too far.
