The second strategy Dr. Wiliam talks about is eliciting evidence of learning. He covers not only asking questions but talks about all the ways you can find out were a learner is in their learning. Questions are only one way to find out where students are in their learning. For example, PE or Music teachers don't ask questions they get the student to perform.
