Look at the ipad geekbench benchmark list. anything above an ipad mini 2 will do the trick if nothing is expected. Anything with IOS15 support will give you an experience with not much left out compared to the top notch. Means : 50 dollar / euro upwards theres something worth to be picked up on the used market. Have a look for worn batteries, try to avoid that. ApplePencil support will not happen until ( first supported ) Pro series of 2016, and for standard Ipads the Ipad 7 / 2019. Price / performance king would be an Ipad 5 / 2017 with 64GB, that would still serve you well for some years, and still gets security updates. Ipad Air 2 / 2014 is a strong second place, but the batteries are worn out by now. Iphone 7 / 64GB would be the price / performance king for the start into a small connected eco system. Also still gets security patches. Macbook Air 13" 2013 / 2014 are also security patched still, and great long lasting work horses which can be snatched under 200 €/§. Bootcamp is freeware and makes them Windows + Macos switch boot, which can be an advantage and, as said, comes as free feature.
