With Apple having full control over the production of their hardware and development of their software, it's no surprise how they can manage to fully utilize the specs of their phones (having lower RAM than most competition, 14 Pro only has 6GB of RAM!). Compare that to Androids where Android phone manufacturers usually rely on Google for feature updates and then they need to stick their UI/UX on top of it. With wildly differing SoCs, RAM, and screen specifications on a lot of Android phones, this makes it hard for phone manufacturers to streamline their UI/UX.

I love my 13 mini, and keep my phones around for a while. Will probably have it for the next three or four years or so. I don't see them investing in making a new full priced one (such as a 15 mini), but you're probably right about the design being used for the SE in the next couple of years with some hodgepodge of 13, 14, 15 internals. If they do this, the size combined with the price might very well be my next iPhone...
