Any third-party app that offers shutter speed control will do a great job, but you could try ProCamera, and Procam8, among others.

can't find the Pro Camera app with the blue icon shown in the video

It‘s „ProCamera“ from Cocologics. After you have purchased the app, you can choose from several app icons. Apparently, a different icon has recently been used in the AppStore, hence the confusion.

All videos have Pro version of IPhone only. Many features are not available on lower version

If you use an Android phone, you can do all of these in native camera app because it has a manual mode.
