I have the same issue of ingrown hair on my neck and chin, I did a professional laser hair removal by an aesthetician. Got 9 treatment and there was a significant improvement. I was supposed to maintain it by getting it once every year.

Those laser hair removal machines are not generally good for black skin because it can't differentiate between the skin's pigment and the pigment in the hair. The marks become darker and cause more discoloration . Best to consult a professional and see if they are used to working with black skin and have them do it with the right IPL, otherwise electrolysis may be the better option.

wow , i actually know a friend who has used it and the outcome was cool. i guess different skin type
