In uganda we use 33Kv and 11kv transformers. What IR values should i expect for High IR

You are welcome. Higher (as much as possible)IR can be expected for all Transformers even in giga-ohm, tera-ohm also. But what would the lowest Value of IR on which a transformer can run safely fully depent on testing wing experience and capability of taking risk. Thank you.

You are welcome.No, You can not. You have mistakenly understood the Neutral bushing of HV as LV one. It is a Star-Delta Transformer. Thank you.
