I think its more compounded by immediate and aggressive US/Israeli opportunism, than them actually planning it. The rebel forces acted the day after the Lebanon 'ceasefire' was announced, knowing they had a very small window to swarm across before Hezbollah could free up forces to counteract them. Western intelligence services are in there sculpting outcomes, aiding the groups and providing intel/coordination. Wake up. Israel has huge appraised gas reserves (> TCM) in its offshore; and Qatar has promised investing in same. While Turkey is net importer of gas any Qatari gas pipeline will come through Iraq and Jordan (and not Syria).

I think Paul Rogers is correct, that the prospects of a stable government emerging for this are poor. These factions came together to topple Assad. But once the dust settles, and the euphoria of overthrowing Assad wear off, there will be lots of power struggles. I hope for the sake of the Syrian people, a stable and human regime emerges. However, given the history, this seems unlikely. There is a huge difference, between overthrowing a regime, and governing.

Why not revive and use compulsory purchase powers in local authorities to purchase land at its value (as agricultural land, brownfield land, etc) at the market value it has as that - ie without any development value - in order to develop it for housing and infrastructure. This is how most development proceeded before the Thatcher years - Think of how new towns and large suburbs were built across the UK for the first 80 years of the 20th century. The state captures the additional value when the land is developed not the landowner and can use it to build infrastructure. The land acquired may include plans for the council to allow a developer to build homes for sale, whether executive homes or modest family dwellings as well as homes for social rent. The resale value of the homes ultimately sold to private owners, as well as the cheap price at which the land was acquired subsides the whole endeavour and does not just line the pockets of speculative land owners and developers. The state has to have the capacity to act as a muscular engine of development to plan schools, health services, water, sewerage, transport, open space, community facilities, industry, retail and employment as well as housing. We have lost this capacity but why not rebuild it as it exists extensively in Europe. In legislative terms its very simple - you pass a local Act to give a local authority powers to compulsorily purchase land and to develop it. Then you just get on with it - hopefully with a high degree of public consultation and input about the community facilities and public services they want to see.
