What people don't understand is all of what we create belongs to the creator, it does not matter if another person shares it without profit its the usage itself that is wrong. It can also harm sales because it becomes associated with things buyers don't agree with. If you want to create memes then create them from scratch and include your name and a creative commons license, if you share my work I get to sue you in federal courts for far more than what this bill gives me. Most non artist don't understand copyright and wrongly assume if it's online it's public property and it isn't. And no memes aren't fair use, fair use applies to news not people just copy pasting and adding some text.
